it depends on where you want to eat and how much counter service meals you plan on having. There are many sit down restaurants you won't get into without a PS. If you want to do any character dining then you absolutely need a PS. You could get lucky and sometimes get them last minute (like the night before) if you are real flexible with times/meals but if anything interests you I would make the PS.
From what I heard the first 2 weeks of April will be pretty busy, I would call and make the PS's as soon as possible if you have an idea of what you want. I've made all mine for our May trip already and couldn't get some of the times I wanted (but was usually able to get within an hour).

Personally, I would only buy them off ebay if they're reasonable - meaning paying no more than $15.00 for each QC voucher - and if the seller has a good rating. I wouldn't pay too much for shipping either. There are too many people bidding way too much money for what they are worth - and also too many people trying to get as much money for these as they can. Not everyone is trying to do this, but you'll see by the prices.
All too often people are selling these for $20+ a piece, when in most situations you could get food by paying without them for far less. At most places, you should be able to buy a combo meal, drink, dessert + tax for under $15. Of course, the value of the vouchers is much higher if you use them at a food court where the entrees/combo meals start at $9+.
We just got back from a week in WDW. I had only made 1 PS ahead of time for O'Hana as we had a Wishes cruise out of the Polynesian and wanted to be sure we could have dinner there before hand. The rest of the week we just played it by ear. We were a group of 7 most of the time and 10 a few nights. We called for PS each day depending on what the group felt like and we got in most of the places we wanted to. We were very flexible and sometimes it was late dining though, and we didn't mind this. If there is something that you really want to try, make prior PS so you are not disappointed.
