Shore excursions & small children

Most of the sailing/boat trips I have seen for children's fares are for 5 and up. Is this a hard and fat age cut off? We have a 4 &7 yr old who we have dragged all over the carribean including snorkeling trips. We are looking at the St. John snorkeling excursions. Of course the 4 yr old would not snorkel.
 
If you book the excursions yourself and don't go through Disney then a lot of times the younger kids can come. If you book through disney then the ages are as stated.
 
Disney won't budge on the age! I have tried several times to be allowed to book a snorkel trip for my 4 1/2 year old but no way. They say it is because of insurance. My DD has been on boats her whole life and would love the sailing and swimming part of the trip but won't be allowed. Oddly she can take the Rum Factory tour in San Jaun!:rolleyes: If I had known, we would have waited until she was 5 to book the cruise. Good excuse to cruise agian I guess!:teeth:
 
We did not do any DCL excursions because the kids were too young (3 and 4). We chose to do some things on our own, and I'm glad we did. Gave us some flexibility. We did Great Bay Beach and some shopping in St. Maarten. We did St. John on our own in St. Thomas. Good luck to you.

We encountered the age restrictions on some of our first cruises. Our son was too young to do the DCL excursions so we had to do St John on our own. It turned out to be a blessing in disguise! I thought that it would be difficult to do, but it was very easy. It turned out to be much cheaper and gave us more flexibility and time to enjoy St John.
