Ships and Shipwrecks Quest Question

Is it just me or is question #1 in the Ships and Shipwrecks Quest not possible? Where is this boat? Someone told me it is on Discovery Island however that land is gone, I need this quest to complete the other quests, is it common for Disney to leave a quest up that can not be completed??

Don't quote me on this but I am pretty sure I read in another post you now have to go to the shipwreck graveyard. If anyone else knows for sure one way or the other please feel free to correct me.
