Yes this is true. I have booked and cancelled three cruises. The deposit is 100% refundable outside of your 75 PIF date. The insurance will cover you if you have to cancel at last minute. That's is why you always buy the insurance. DCl is awesome to work with. I wouldn't even bother with a TA. You can book and change your reservation online. The only thing you have to call DCL for is to cancel. Everything else can be done online including choosing your stateroom, and making any dinner or excursion reservations.
With DH military career, unfortunately, even 75 days out is not something we feel comfortable. We usually do packages with WDW, and even the 45 day mark freaks me out, but at least you only lose the $200 deposit. We booked a room only this time, because we don't want to do the DDP anymore...the 5 day cancel is a wonderful feeling!!!
