Can you park at Shades of Green and shuttle over to the parks if you are not staying there?
 
Yes. If you have a military ID, you can probably make it to their parking garage. Can't tell you what happens after that as far as access to their shuttle goes. There is a small PX/convenience store/gift shop inside the hotel.

The guard may let you through the gate with a visitor pass but you will need a room key to open the gate at the parking garage. The visitor pass will allow you to go to their restaurants.
 
Show your Military ID at the gate house.
Tell them you are there to play golf.
Park in the lot to the right as you near the main building (golf and visitors lot).
Grab the shuttle.

If your goal is to skirt the rules to save some money on parking, then go ahead, but parking policy of the resort is parking is only for resort guests, golfers for the golf course and restuarant dining vistors. If enough people abuse this, I'm sure they will adjust the policy accordingly.
 
We stayed there awhile ago and it is my understanding that we are allowed to golf and dine there as well as visit Guests as long as we have our active military ID. I was also told that at this slow time of the year, the parking lot is never full, so we wouldn't be taking spots away from the Guests. However, thank you for your response.

:thumbsup2 If you ask the same thing for any other Disney property resorts, you'll probably get the same answers. All resorts welcome temporary parking (usually three hours) to those who are dining, exploring, etc. If you plan to park to avoid the fee at the parks, they're not so keen on that.

Jan. 17th for three days. Hope the weather gets better!!

That's over MLK weekend, so while January is a slower time of year, that particular weekend can get more crowded. I would just plan on parking at the parks, per the guidelines for non-Disney property resort guests, if I were in that situation.
