Seuss Landing

Who can tell me what the elevated track is for in Seuss Landing in IOA?

It goes in and out of all the buildings and I can see a station/boarding point in one of them. I've asked cast members before and they all go glassy eyed and tell me that its just decoration.

It obviously isn't but why all the secrecy?

If memory serves me correctly, a little train type thing goes round and round on it, with some of the Zeus characters sat on it.
It wasnt ever for people to ride.

I thought it was intended to be Sylvester McMonkey McBean's Incredible Driving Machine, a ride similar to one at Legoland, but health and safety issues prevented Universal from opening it to the public.
