I just bought 150 points at SSR. If I added say ....30 points of Boardwalk, would that enable me to book at 11 months for BWV and use my SSR points?

No - the 11 month booking advantage can only be used for the points you own at that home resort. So you have 150 points you can use at SSR at 11 months and 30 points you can use at BWV at 11 months.

Yes, at the 7 month window, all points are the same and can be pooled.
