Serenity Bay is the adults only beach on Castaway Cay...so, no, kids can't snorkle there. 
The snorkling there isn't as good as on the family beach anyway. There's some plane wreckage a bit away from the shore that attracts a few fish, but your best bet is to stick with the snorkling trail set up on the family beach.
