I agree the over 6 months but under a year is the easiest for the parents. You never know when they will be walking. I really assumed 2nd DD would be by our Jan trip when she was 17 months old, she was a scooter and scooted all around WDW (we were so worried about her getting stepped on) and she got so dirty. The min we got home and put her on her own turf she started walking.
I think it would actually mater more the time of year then the babies age. Spet can be hot and rainy, sometimes risk for hurricanes or at least major storms.
Jan can be on the cool side, you even need winter coats, hats and mittens some nights (and some days it is 80, so you need a bit of everything.) Cold isn't good, but cool is better for babies can HOT.
We are going in Jan this year, when last year too. Weather is pretty hit or miss, but we always have a good time. We went Aug 2003 and decided never again (but Spet might be a bit different.)
Just bring your own stroller, a baby carrier of some kind and a rain cover for the stroller (that is my best and standard baby at WDW advice.) Oh and breast feeding makes life easier too (and when in doubt with a older or preschooler potty train AFTER The trip instead of before, especially if it is going to be just a bit before. Newly potty trained is difficult at WDW. )

We went one year in Sept, RIGHT after 9/11 actually. It was hot some days and warm some days, but with a 9 month old I am not sure I want to deal with HOT, ya know?
But, nursing is comforting for babies, so that would be a plus, I know.
13 months in what could be chilly COULD be easier, but I don't know. I was thinking it would be better to bundle up some/layer rather than worry about extreme heat and humidity.
hmm....guess we have more thinking to do. At least we have some time to do it!
