Sept Free dining qusetion

In the past when did they announce the free dining for Sep/oct? Planning for Sept and hoping for free dining!

Last year it was announced around April 1.

However, this year Disney has already offered free dining for the late August/September time frame to

a) resort guests who were staying on site and who were willing to rebook while there

b) UK residents

So, there's no telling for sure if they will be offering free dining in 2007 to the general public until they announce it.
