Selective coloring

Can someone out there tell me which Photo software I need to try out selective coloring?

I use Photo Shop Elements 5. Once you learn how to do it, it is very easy. I followed these instructions http://graphicssoft.about.com/od/pselements/ss/partialcolor.htm and had no problem at all. They give you three ways to convert to b & w. I use the Gradient Map Adjustment.
