Yes, before Big Pine Key it was only 47 lock-off two-bedrooms, 47 dedicated two-bedrooms, and 6 grand villas. The original building isn't big at all.
Even with the addition of the 202 resort studios it's still on the smaller side at WDW. BRV and BCV may be the only two smaller by total points and the VGF charts are much higher for points per room.

The Welcome Home stay is a decent benefit but they can only offer what they have available, obviously they can't make rooms appear out of thin air. Even if they have undeclared inventory, those undeclared rooms are still sold for cash and if they've already been sold, then they've been sold.
I'm not sure I'd make a 40+ year financial decision on whether or not one room is available at a single moment in time. Each to their own.
