This following is from the Disney Website under Guest Services but there are many places offsite that will rent them cheaper:
For the convenience of Guests with disabilities, wheelchairs and Electric Convenience Vehicles (ECV) are available for rent at a variety of locations throughout Disney Theme Parks and the Downtown Disney Area. A limited supply of wheelchairs is also available for Guests use at select Disney Resort hotel locations, but ECVs are not available.
Rental Fees
$12.00 USD per day for wheelchairs at Theme Parks
$12.00 USD per day plus a $100.00 USD refundable security deposit for wheelchairs at the Downtown Disney Area
$50.00 USD per day plus a $20.00 USD refundable security deposit for ECVs at Theme Parks
$50.00 USD per day plus a $100.00 USD refundable security deposit for ECVs at the Downtown Disney Area
I used a scooter last May (I was 28 weeks pregnant and had severe swelling). I used an offsite scooter for all but the one day that my Grandpa came to the park so he used the offsite scooter that day and I rented one from Disney.
My advice is to rent one off site for a week. It's so much more economical. You can pick it up from the rental place or they will deliver it.
The down side is that you have to take it apart and pack it up (unless you have a van or unless you are staying on property and then you just leave it in one piece and use Disney transportation) You also have to charge it and you don't have to worry about charging the Disney scooters.
The up side is that you don't have to worry about Disney running out of scooters. Not sure how often or if that happens but it could. It's also cheaper. And if your dad uses a cane or walker you can add an attachement so you can attach it to the off site scooter. Disney scooters don't have these attachments. Plus you can get a smaller scooter than the big honking scooters at Disney which are made for universally sized guests. And, at Disney, you have to rent the scooter and pay the deposit every single day. The refund did not get returned to me until I got home last year. This is a lot of money to have tied up and unusable while you are on vacation.
Not sure if we can plug a business (I'm totally not affiliated with it so hopefully this is OK) We always rented our scooters from Walker Mobility. (30/day) I know, the name is ironic! They are terrific, they deliver and they came and fixed a scooter when we had a short one year. We have rented a scooter for the last five years.

Post #2 of that thread has information about renting ECVs, including links and phone numbers for off site companies that DIS posters have recommended over the years (including Walkers).
One of the posts in that thread is also about bus transportation and another post is about other types of transportation.
