We have always taken scissors -- a medium size pair of regular scissors. We keep them in the plastic casing they came in, and pack them in the top front pocket of our checked bag. Never had a problem. They especially come in handy if you have used cable ties on any of your zippers

My daughter, 11 at the time, brought her school scissors and they pulled us aside and eventually let us go. We offered to let them throw it away because we had no idea she had them, but they let her keep them.
