No. No intra-resort buses at all at Disney. It may be best to walk over to DS and pick up the bus to Boardwalk there.

Yes DS has buses to all resorts.

There is a walking path from Saratoga Springs to Disney Springs. It closes at dusk. A better choice might be to take a bus to Hollywood Studios and then the Skyliner to Epcot. You can walk to the Boardwalk from there.

That sounds like a more fun option!

FYI only the path through the woods closes at dusk. You can still take the path next to the lake, cross the bridge, and enter(and return) there after dark. Otherwise a lot of SSR guests would be stuck at DS after dinner!

Op: you can also just boat or walk from DHS to Boardwalk. It is not that long of a walk.

Can you take a bus from Sarasota Springs to Boarwalk?

Just looked up a bus trip from Sarasota to Walt Disney World and it is about 12 hours (must include times for changing buses). Not sure where Boarwalk is.
