What are the times Of the Santa Goofy meet & greet in the Streets of America? Is it all day, or only during the Osborne Lights?

According to the link I posted, it's better to go during the daytime hours; it sounds like the lighted backdrop makes it much more popular at night.

Santa Goofy is also at Animal Kingdom. We noticed while the line was long, it was much shorter than at DHS!
