Did FP legacy prevent people from having to share? Everyone had an equal chance to get the passes.
As I see it, everyone still has equal chance to get the 3 passes that are currently being offered. And people have the option to get all three, none, or something in between. This sounds no different to me than the old plan. There were days when I didn't bother with FP at all and I liked it that way. There were days when I got only 1. And there were days when I FPed my way into a commando whirl. I really think the current issues are because people are being encouraged to plan out their rides. So not only does the experienced WDW guest plan these things, the non-experienced guests are being told to plan by the Disney powers that be.
Once the bands become old hat, I think things will even out. I think you will find people who want to be commando and plan everything to take full advantage of their FP+. And I think that the more easy-going, spontaneous types will maybe do some FP+ or maybe do none. Since this is "new", TAs and WDW CMs are harping on it to educate the guests, now everyone is aware and afraid of missing out. Once the newness wears off, the TAs and CMs will not be forced to tout the plan and things will even out. It is the nature of humans to even out the spectrum.
