I think she might be referring to the character in the new Disney/Pixar movie. It looks like binoculars with feet. (Sorry, can't remember the name of the movie)

I use Photoshop Elements (5.0). For the 2008 mickey ears I just do the 2008 on one layer and then an 0 on another layer and move the 0 layer around and change the size until it looks about like a mickey head.

For the outline on the names I use a "simple emboss" and a "simple outer glow" You can adjust the outer glow by double clicking on the sunshine icon on the layer and move the toggle up until it looks good to you. Hope that helps.
