Rules for mini speed boat rentals?

I've seen conflicting info in 2 different articles, now I'm confused.

Those little mini speed boats that you can rent out. I have seen where you have to be 12 years old to drive. One source tells me that a 18 year old + has to be in the boat with the 12 year old driver, the other source claims that a parent can sign a waiver for the 12 year old to drive alone.

Which is it?

Edit: Seems the rules have changed according to another thread within the past year. Didn't even see that thread before I posted. I'll follow that thread for the answer.

If you rent the boats at any marina on Bay Lake or Seven Seas Lagoon, the driver must be a licensed driver and have their license with them. A nonlicensed driver 14 or older can drive, if an adult is in the boat with them.

At other locations you have to be 12 or older.

The marinas at Bay Lake and Seven Seas carry the faster, more powerful new boats and due to a very serious accident involving young drivers the requirements were changed.

So it depends on where you rent the boats.

Ok, I know two things, just because we were there at the Poly renting the boats. One is that 12 year olds can not drive unaccompanied there. The second is that I believe the min. age is 12 with an adult, because my daughter is 13 and she was allowed to drive with me in the boat. We were just there a couple of weeks ago. The deciding point was her height- you have to be a minimum of 5' to drive the boat.
