People don't stand around you when you are eating really. They sometimes are allowed to stand along the outside wall but only if the lower viewing area is closed due to rain. They wont be stood next to the tables or between them or anything (or shouldn't be).
Disneyvillianlover - None of the food is microwaved (they actually don't have one in the kitchen) but the Yorkshire puddings are made at lunch time and then sit under a hot lamp all night so probably explains the taste. Same with the green beans. Also, the viewing area is by the beer garden which is public seating, but the area you stand in down the bottom corner is meant to be private and roped off and then only people from inside the resturant can get to go out there. It is only a small area and that's why sometimes you can't get a decent view. Also if you have a terrace table you're meant to remain there so the area is only a size big enough to accomadate those guests in the resturant.
Oh and I agree with the previous poster .. people were basically sat on our laps whilst we were trying to eat dessert... I think they came from inside!
I'm not trying to defend the Rose and Crown because I do think some of the food is a rip off, but as I've said before I wouldn't go here just to watch the fireworks. This is a resturant and no where does it say you are guarenteed a view of the fireworks (in fact it doesn't even list this as a top point in the resturant descriptions in Disney). I personally think the lunch menu is better than the dinner menu and there's no point going here if you just want to see Illuminations as there are much better views from other areas (and if you really want a fab view just go and get a beer and sit in the beer garden - just don't stand and block other people's views
