It says for room service there is a 3 dollar charge and 18% gratuity added. Does anyone give more to the person that brings the food to your door?

I've done so a few times when the waiter has been very friendly and spent a good deal of time with us- just as I'd do at a regular TS restaurant.

It can depend...if they are “just doing their job” then no extra money is given. As Previous Poster said if they are really friendly and interact with us then yes we do give more. As with any server, extra money needs to be earned.

I do, but it's at your discretion. I'm typically a 20% tipping person, so I generally round up the tip.
