Room Request for HA room?

When I did on-line check-in for my HA room for my next trip, they didn't offer the option of "upper floor". However, they did offer the option of "near elevator", which I thought was ironic since all the HA rooms at that resort (BCV) are near the elevator. It wasn't a problem since I chatted with a CM right afterwards, and she added the request to my reservation. This is my first HA reservation so I was wondering-is it normal to have the "Near Elevator" as an option on a HA room but not "Upper Floor"?
 
I'd think it depends on where the HA rooms are located at a given resort.

Maybe upper floor isn't an option in case of fire?

Don't have a clue as DH prefers ground floor and usually requests that. We book a wheelchair roll-in shower 1br at VGF1 so know exactly where our room will be since there's only one of those.
 
In some resorts, the accessible rooms are not close to the elevator, so it may be sort of a generic choice
 
Room requests on the online checkin are very generic, and sometimes completely off-base (like it belongs to a different resort). If there is something you really want to request it is best to call and have it noted, then don’t add any request to the online check-in.
