If I make a deposit on a room-only reservation at Pop Century can I start with my fastpass choices at the 180 day mark?
 
With an on-site reservation, FP+ can be reserved at 60 days. You must have a ticket linked to your My Disney Experience account to make FP+ reservations.
 
Not quite. You can make your restaurant advanced dining reservations at 180 days out, and then your FastPass+ selections at 60 days, as long as your park tickets are also linked in My Disney Experience by 60 days.
 
180 days is for dining reservations (ADR). If you have a room reservation you can make them 180 days from the first night of your reservation, for any or all of the first 10 days of your trip (see this refered to as 180+10)

FP+ reservations open at 60 days from the first night of your trip if have on-site reservations. You need to have tickets to the park linked on MDE as well, and can only make as many days worth of FP+ as you have days of tickets purchased

when staying at a Disney resort you can make fastpasses up to 60 days in advance.
you will need a ticket linked to your my Disney experience account though.

if not staying at a Disney world resort you can make fastpasses up to 30 days in advance.
again you need a ticket linked to your my Disney experience account to do so.

if you don't buy tickets until you get there you will not be able to make fastpass selections in advance. you'll only be able to do it once you buy your tickets.

all you can do at 180 days is make dining reservations.
