Trying to decide between a room only reservation or a package for our next trip.
If we book package & one person has an annual pass, can they use the park ticket another time?

Thoughts on room only vs package?

To answer your specific question, yes - the package ticket for the person with the AP can be used later.

Thoughts on package vs room only:

Some offers from Disney (i.e. "free dining") require that you have a package. If you're not using one of those offers, room only is, imo, the more flexible choice.

Packages require a $200 deposit with the balance due 30 days before check-in. cancellation fees begin at 30 days.
Room only requires one night's room and tax as a deposit. Balance is due upon check-in. You can cancel without penalty up to 5 days before check-in.

Tickets on a room only are useable whenever you want, and different people cam have different length tickets, or none at all.
Tickets on a package are generally not available for use until the day of check-in - which can be a problem for some people with plans that have them in the area prior to their resort stay starting. With a package, everyone must purchase the same type of ticket.

There is no price difference between a package and room only with the same components.

The only slight advantage a package may have for some people is that if you have to cancel a package, the tickets are cancelled too. With room only, the tickets are a separate purchase and cannot be refunded; but of course you can hang on to them and use them later

Room only gives you the greater amount of flexibility to do things the way you want.

Unless you want free dining - I'm not sure why folks book a package. I guess maybe if you are thinking you might need to cancel tickets between 60-30 days out, maybe?
 
I was going to say that it seems to me that wanting a dining plan (free or not) would be the main reason to book a package.

I book room only through Disney (and get a RO discount if I can). I get the free Mousesavers e-mail newsletter and use their link to buy my park ticket from Undercover Tourist. I never use the DDP. Your deposit may probably be less with the package, but as PP said, RO gives more flexibility.

I would not book a package if one person has an annual pass. That would be costing them extra money that they don't need to spend.
 
We have done packages where we were required to buy a 1 day ticket only once every tie since though when we want the dining plan we havent had too buy tickets but currently it just depends on are we going to be there long enough to make the most out of a dining plan. Normally at Christmas time we always have the dining package just because of the places we choose to eat. But for our trip in about 2 weeks we are just on a room only stay as its not do able for the dining
 
If you are booking a special offer that requires tickets (e.g. Free Dining or Stay, Play, Dine) everyone will have to have the same length tickets, but the person with the Annual Pass can save his/hers and use it towards the cost of an AP renewal, use it on a trip when they no longer have an AP or assign the ticket to someone else.

If you are paying for the dining plan you can book a ticketless package. You will have to call because it cannot be booked online and it will follow all the rules of a package. The person with the AP can use it while the rest of your group can purchase tickets separate from the room/dining plan.
