Room Decorations at POP

I know that there are people (like GOAL) that will decorate a room with streamers and balloons...but if you want to do it yourself, what would you use to attach streamers? Are the walls in POP painted or wallpaper?

It will be my DS's bday during our trip, and I wanted to decorate without spending tons of money.

I think they are both.

wallpaper at the top - and painted.

just not sure.
