I currently have a royal guest room - garden view but wanted to switch to the standard river view room in order to get a room next to my other family members. When is the best time to check for rooms that have become available?

Not sure there’s really a best time. Just perseverance and check on regular basis as you’re at the mercy of someone canceling or Disney making more rooms available.

Just remember room locations are only a request and they can’t guarantee you will
be in a room next to, adjacent, connecting or even in the same building as your family.
