They can't buy them all. If you find a contract you like, make an offer at a price you are comfortable paying and hope for the best. I had 2 contracts lost in ROFR this year, but also had 3 pass. You just never know until you play the game. (You can't win if you don't play -- stolen from some lottery campaign). But you do need to have patience and be able to not get anxious through the process. It can be gruesome.
