No. Really the only thing we know that hinders Disney exercising ROFR is international sellers.

I'm pretty sure that DVD's goal is to maximize available points under a common unit number, which then can be split up anyway they like. I think this accounts for why some contracts are nabbed, others aren't, regardless (to some extent) of price.
