They weren’t offering fixed weeks yet when BWV went on sale. But I assume it was the original buyers trying to do that in their own way by buying the exact points they needed for a specific time frame and room. Probably very annoying when point charts changed over the years.

I can understand why it might complicate closing between private parties but I don’t see why that would matter to DVD/DVC.

Sometimes it’s an error and wasn’t actually taken. We will see if there is any more reports. $86 I think is pretty high for them to ROFR

Does a foreign seller affect ROFR? I’m new to this, so I don’t see why it would.

So my understanding is Disney will never rofr a contract with foreign seller. There are some tax documention and obligations buyers take on with foreign sellers that require buyer to ensure seller pays capital gains tax. Disney does not want to deal with this so they just don’t rofr them.
