Rider Swap with no LL?

Can rider swap be done with no LL? If so, how does this work? I haven't done it for at least 5 years- Like ROTR, if we have 4 adults, 2 wait in line, 2 wait with baby, how do the next two get on line?
 
Ok thanks....do the 2nd riders(the baby watchers) get to go in the less long line? In the past I think we were sent to the FP line(those who waited outside for the first)

Yes.
The short answer:
Entire group goes to the attraction and talks with the CM.
Rider Swap ‘entitlement’ issued for guest(s) who sat out (+ one other guest if person sitting out waited alone with non-rider)
Group 1 gets in Standby Line
After Group 1 ride, Group 2 scans in and enters LL line

Just be aware on our trip last March they would only issue us a rider swap for 2 people. We had a biggish group and occasionally our older child wanted to wait with us (2 parents + baby) while his aunt, uncle, and grandparents rode. And they argued with us that we absolutely could not ride as a group of three after the other four rode.

You can however get around that by having the original group "split up" into two groups. Anyway, just a silly rule that doesn't make much sense.

Sorry, should clarify, 2 adults and 2 babies waited, plus our older son wanted to wait with us while the group of 4 rode. But they wouldn't issue us a rider swap for three people to ride after the group of 4 rode. It was a little ridiculous because what adult wants to be left caring for an infant and a toddler solo, which is essentially what they told us to do.

Two people can ride with rider swap, so it wouldn't be one adult waiting with the too-small kids. The older son waiting with you would be able to help with the two little ones.

1 adult shouldn't have to be left with a 5 month old, a 2 year old and a 6 year old on their own for a 60 minute wait if its easily avoidable. We had two babies who couldn't ride and wanted to use rider switch that didn't even result in anyone riding twice (like many use the system). It was a silly way to enforce a policy that would make it harder on families of little ones instead of trying to simplify the system like it was intended for.

Then the 6 year old should have gone in the first group, problem solved. Or you could use genie+ and LL, etc. Disney has a policy; Only 2 can be given rider swap. Perhaps picking a different adult to stay with the kids next time would help if that was hard for you?

With two kids who were too small to ride it would make sense for the second group of riders to be able to accommodate an additional person. At the end of the day we achieved this anyway by just splitting the original rider group in two each time. The point is flexibility for families is often missing lately with the changes that have been pushed through the park, when in the past it was available.

And the 6 year old was a little nervous and wanted to ride with his parents while an hour wait watching two babies was a bit much for the extended family, if that concept is hard for you to understand.

Two people can return for the 2nd ride, so nobody has to wait alone or ride alone.

Re-rides happen when there are only two adults, leaving one to wait alone but allowing for someone to re-ride so they don't have to ride alone if they don't want to.

When you say split up into two groups... do you mean the first 4 riders went in as 2 groups of 2? Did you go to RS and ask for the pass,then the other group did it?

Yes. So the first two adults did a child swap with 1 of us and baby. The other 2 adults did a child swap with the other parent, the older kid, and the toddler. End result was rider swap that allowed for the three of us to ride as a group after the first 4 adults rode. Just additional steps to get there.
