Rider swap with no baby?

I wonder if this will change as more rides are changing the way they issue rider swap passes. Instead of giving them at the entrance some rides are giving the riding party a lanyard that at loading they exchange for the rider swap pass.

I know there was an issue with giving out rider swap passes and people using them immediately instead of waiting in line first. I would think that this would be more prevalent among those looking for passes for someone who doesn't "want" to ride.

I haven't done rider swap at wdw, but have at Disneyland. And the way you described was how they did for RSS. We were given a lanyard at the entrance then handed in the lanyard for a swap pass with the cm who collected fastpasses closer to boarding. I thought that was the norm.
 
Also, maybe do a few of them first thing, and you don't have to worry about it at all. I know this wont work with Mine Train, but DH and I pretty much walked on BTMRR twice in a row one morning, and we could have done the same for Space another morning. So FP+ and Rider Swap weren't even issues

At WDW thy used to give them at the entrance of the ride (and some rides still do.) Basically you showed the CM your too small child and they gave you a rider swap pass. Some people were then taking the pass and just using it to enter the FP line without waiting.
