we have a 2 yr old so rider swap is necessary on some rides. Does that mean my older kids would get to ride twice w/o going back through the line? Or would the 2nd parent just have to ride solo?

The second rider can bring the other kids. I'm not sure what the limit is, but I believe they can bring more than one, so, yeah, two rides.

EDIT: After reading the official rules, the second rider can bring only one guest with them.

While the website says they can only bring one the actual swap pass says holder +2 so up to 2 kids can ride twice

This is yet another situation in with the wdw website is completely incorrect. The second rider is allowed to bring to other people with them.

See, that's what I thought, but I wasn't sure so I looked. I know those things can be inconsistent. Thanks for the correct info.

The greater question is just how hard is it to go in and make the website match what is on their own darn tickets? Things like this make me want to scream sometimes. It's really absurd that it doesn't match

The process is you tell the person at the queue you are rider swapping, they will give you a lanyard to take into the Fasspass line. (those not riding wait outside). You give this lanyard to the next cast member you see (usually right before entering the boarding area- they then give you a printed pass ticket.

The ticket itself says up to three admitted for the ride, pretty sure up to the end of the day. The next party then gives that ticket to the cast member at the entrance upon which they can enter (no need to scan any more magic bands) So if you have two kids big enough for the ride, they can ride again, assuming they went with "Dad" first, and now they want to accompany "Mom".

This past trip, it was just my son (9) and daughter (3) with, along with my wife, so my son got to ride everything twice which my daughter was too small for (which he of course loved.), but in theory we probably could have brought anyone else along and they would get in, because of the "up to 3 guests admitted" indicated on the ticket.

Unless something has changed recently they are good for even longer than that day. Someone else will hopefully recall how long they are valid for, I'm thinking it's a week but I may be off on that.

A few key points:
You need to approach the line with the child that is too short when you request rider swap.

The people riding then get into the REGULAR line unless they have a FP+ (then they get in FP line) they exchange lanyard for the ticket

The tickets we got were always valid for up to three people anytime/any day until the end of the month (don't know if this has changed since June)

The people with rider swap ticket go through Fastpass line (whenever they want) but don't need to have a FP

Also, there was at least one time when we went to a very empty ride (Dinosaur during early magic hours)...the CM would not issue rider swap and assured us that if the line did build in between ride times that she would remember us. (So you won't always be able to count on Mom and big brother ride and then dad and big brother can ride a few days later with no wait using rider swap)

They print them monthly. So if you're swapping on the 1st, you get a month to use it. If you're swapping on the 31st, it's only good for the day.

Also note that some rides use a lanyard and others just give out the FP/rider swap at the entrance right away. So just approach the CM with the too-small-child and follow their directions.
But as PPs have said, the older kids definitely get to ride twice.
Have fun!

We have 3 kids. Only the youngest is too short for RnRC. Should we then make FP+ for 1 adult and 2 kids for RnRC, and FP+ for other adult and little one for Toy Story for about the same time, and then, at some other time, other adult can take 2 older kids on RnRC again?

Yes.
