Rider swap slinky dog

We have a party of 5. 3 adults a 4 year old and a 1 year old. If we wanted to use rider swap, could we just have 2 people in our party have skinky dog fast passes and have those two ride and then have the other two use the rider swap pass to ride the second time? That was the party staying back with the baby could get a fast pass for toy story while they ride SDD?

I had heard that everyone in the party needs a fast pass for rider swap, but we have used it in the past and it wasn't the case, but I know they are more strict now.

Also if we all have to have fast passes then there is no need for rider swap in our cash. 2 could just go and then when they are done the other 2 could swap and go, but the baby is stuck waiting quiet a while.

We have been using rider swap all week, and only the initial people riding need a FP. Have never been required for everyone to have a FP yet.

Does this include SDD and FoP in your experience? Apparently these two rides are the ones where CMs are requiring everyone to have a FP+.
