Rider Swap Clarification

Quick clarification for RS at DLR. I know the basics and have used for a couple of years, but always with my oldest riding twice (once initially, and once w the parent that stayed with the baby). Now I've got another baby and two big kids - I know WDW generally only lets one kid re-ride w that second parent but at one point I was under the impression DLR would let two people go again with the second parent. Is this still accurate, or is it case by case with CMs? Thanks!
 
Years ago the second ‘party’ could have 1 parent and 2 kids, but now it is only 1 parent and 1 kid. Or second party can only be a group of 2.

These days it reads like re-riding isn't even an option, but I can't say how individual CMs at the attractions are actually implementing since I haven't used.
Because rider swap passes are issued electronically and redeemed similar to a Lightning Lane pass, I would not expect much variation in implementation. Allowing an extra rider would essentially be allowing someone to go into the line without scanning a pass.
