From what I've seen in the Ride-a-Thon rooms the Clowds are just Props- not rugs. I don't know if you noticed, but you will see that there is nothing ever placed on top of the Clowds in any rooms that I've seen, so I'm thinking that it's not a rug- but sadly; just a prop.

Huh? Anyways.. my theory is that if nothing has been seen placed on top of them then they are mostly likely props, and that also means you can't walk on them either. Remember this is just a theory from the rooms I've seen
