I know you can't literally give your Return Tickets to another guest but I did hear that this one person, got a ticket and when they returned to the attraction, he showed the CM his Return Ticket and they allowed for his friend to go into the attraction instead of the ticket holder. Why is this allowed but not giving it to another guest?

Do you mean fast passes? Because you can give fast passes away.

This instance you read about was a special situation. It was a CM making a moment. Under normal circumstances, the Anna and Elsa met and greet FPs are attached to your admissions ticket. The gentleman was at the park early enough and got a FP for his developmentally delayed friend who had no way of arriving prior to the end of the FPs. When it was time, he surprised his friend by taking him to the meet and greet and the CM helped make this gentleman's day.

Regular FPs are not monitored. This was only for the Anna and Elsa situation.

But doing that against the rules? What if I wanted that to be done for me to meet them or other people wanted it that way can they do it?

The tickets for the meet and greet say not transferable and they scan your entry ticket, so you cant normally give them away to someone else.

No, it is not usually done that way. The other report was an exception to the norm.

I imagine they are concerned with people selling them. And they probably are right.
