Restaurant Hours Question

If a restaurant's hours say "closes at 9 p.m.", is 9 p.m. the last time you can make a reservation for?

It depends. Most Epcot WS restaurants close at 9PM when Illuminations is at 9PM, but don't take ADRs past 8:45PM.
