If we are staying at the all star sports resort, does Disney offer free transportation to the Caribbean beach resort.

Not directly. You would need to go to a park or Disney Springs and transfer.

The best way to get between the two may depend on what time of day, but generally you'll need to transfer via park buses or DS buses. If your visit is late this year you might be able to do a park bus from AS to DHS then take the gondola over to CBR.
