SAB they are indeed super strict about access, you can't just follow someone in who opens the gate.
ETA: I'm not encouraging the latter as a plan, more that there are many times I've had my hands full with a stroller and whatnot, fumbling to get the gate open....
You are only allowed to use the pool at the resort where you are staying. Access is by wristband or key card. At Port Orleans you can use both the Riverside and French Quarter pools, otherwise there are basically no exceptions, even for DVC.

Besides YC/BC where they're is someone at the gate at all times checking everyone's bracelets, I've stayed at Poly, WL, GF, AKL and PO and there was nobody checking. Last time I stayed at Poly, you did need to use your magic band to enter gate, but that was useless as groups of people would follow the leader of the line who opened the gate.

A: Resort swimming pools are for the exclusive use of the guests of that resort, so pool hopping is not allowed. The exception you have is that you are welcome to hop on over to neighbor resorts Sports or Music to splash around in their pools.
