Resort Occupancy and Crowd Levels

How much do you think resort occupancy has to do with crowd levels in the parks? I'm trying to decide between visiting in October (10/9/16) or December (12/16/16). The different crowd calendars I have looked at have conflicting info. It appears there is less availability in Oct at the resorts so was just wondering how this impacts the parks. The resorts can be at high occupancy and yet the parks are less crowded because Disney tends to roll out attractive offers for low-attendance periods. *Free* dining is an example of it. Many people who might visit at another time of year or stay offsite choose to travel in the fall and take advantage of an offer that is the best deal for them.
