Resort luggage carriers, Is it just me?

Just got back from our first stay at VB and it was fantastic. However, I do have one complaint. Why do people have to take the luggage carriers up to their room the night before, especially if they are not leaving first thing. I went down to the garage at 6:30 and there were no carriers. Up until we left at 9, I never saw one person loading their car or an empty luggage carrier by the elevator. If you are not leaving until later in the morning leave the luggage carriers for people who would like to use them. I hate it when people are selfish and think only of themselves and not about the other hundreds of people they are vacationing with.
 
I never knew there was a luggage carrier garage. What resort were you staying at and where is the garage? Is there one at every DVC resort?

But I do agree if there is a garage intended for guests to get a luggage cart and guests are taking them the night before for next day check out, they must be the same people leaving towels on the beach chairs at the pool reserving the chair for when they get back from the parks. That's not very nice.
 
We were at Vero Beach for the week and we had a room in the Inn which has the parking lot below.

At BCV, they don't let the guest even touch the luggage carts. If you want the use of a luggage cart, you also have to use the bell services guy.
