Resizing Clipart

DOES ANYONE KNOW HOW TO RESIZE A CLIP ART TO MAKE IT FIT THE GUIDLINES OF THE BOARD? I HAVE A CLIPART THAT I FOUND ON THE NET THAT I WANT IN MY SIGNATURE, BUT IT IS TOO BIG. IS THERE A WAY TO MAKE IT SMALLER? THANKS.
