Tomorrow will be 60 days out, so I can make reservations. Does the time start at 12 am, or like 8 am on that day?

Reservations can be made at 6 am EST, though start checking at around 5:45 am EST as some restaurants open up availability then.

Yup, if you're talking dining reservations, online opens at 6AM ET and I think the phone lines open at 8AM ET, if you need to call.
