reservations before leaving and high tea?

(MORE questions from me, but I am running out of them!!)

#1 Can you make reservations for anything before leaving (as in facials, high tea, dinner at Palo?)

#2 Is there High Tea on the 4 night cruise? The Passporter is not clear on this issue. ANyone know what time it is? 4:00 like in England?

You can only make reservations in advance if you are in Categories 1-3 or if you purchase certain packages (Romance at Sea, etc.) that include that perk.

I do not believe that there is a High Tea on the 4-day. They did recently add the Palo Brunch but I believe that the tea is still only on the 7-day cruises.
