No you can't, you will need a valid park ticket to dine at a restaurant. This includes a MK restaurant during a hard ticket event (CRT during MNSSHP, etc)
I am not going to move this to the DDP board, since it's not just a rule for those with the DDP. These rules apply for anyone dining at Disney.
No, if a restaurant is located in the park, you need to have a ticket for admittance to that park. One way to make this work is with the park hopper option. That, or be sure and plan your park visits around your dining ressies... or vice versus.
