Reservation for 1-year-old?

I just made an ADR for Chef Mickey's for a party of 10. One of the 10 is a 1-year-old, who will not be eating a paid meal. Should I have made the ADR for 9 or 10? I just don't want to be charged for 10 guests instead of 9, but I wanted to make sure we had a table to seat 10.

Yes, you make a reservation including babies, even if they won't be eating.

Always include everyone, no matter how young and whether they will be eating or not because of fire and safety code regulations.
