Can anyone tell me if there's still a section here where DVC members list the points they want to rent?

The link I posted works.

Again, you must be logged in to view the Rent/Trade Board. But of course, if you are logged in, you can also access the R/T Board from the drop down box as you described. If you are not logged in, you will not see that option.
