The owner has to call to give your requests, however, your requests are never guaranteed to be granted. You'd probably be better off requesting a general area that you know has already been renovated.
Keep in mind that as a renter you do not exist in Disney's eyes until you have checked in. Anything - big or small - will have to be handled by the owner, because it is THEIR reservation (even though it's in your name).

This is true of requests, however at OKW there is a separate booking category that you are guaranteed to get.
It's called Hospitality House area and it is two clusters of villas close to the main lobby-restaurant-community center-pool-boat dock area of OKW. It might be a good place to be if you are flying in and will not have a rental car, because you can walk to everything.
Hospitality House area is a guaranteed booking (subject to availability at the time of booking the reservation, of course), but it does not cost any additional points. The owner will have to request that, as others have mentioned.
