Not sure what the "official rules" for renting are, but my family has both rented points and have rented out points without difficulty. Transferring is one transfer per year. The rule on transferring is being strictly enforced.
Just want to add that the one trasnfer per year is either into or out of your account, but no matter what, only one. The other point is that the one transfer per year is based on use year and not calendar year.

There is a rule that you cannot transfer points for compensation. So if you transfer someone your points, and they pay you for them, you are breaking DVC's rule.
That said, remember it's done all the time and DVC doesn't enforce it. They probably couldn't anyway. Most believe the rule is there so DVC is not liable for any problems that may arise. Suppose you transfer points to someone else, and then they won't pay you. You couldn't go to DVC and try to get the points back for non-payment, since according to their rules, you wern't suppose to be paid in the first place.
