When renting a wheelchair at one park, can you use it to go to the other park? Or do we need to turn it in and start over when we park hop?

You keep it. There is actually only a single rental location, and it's just outside the DL turnstile.

Yes, you can use it to hop between the parks. But FYI, they will not let you take it into Downtown Disney.

They used to have a wheelchair rental in DCA as well, near the restrooms on the right after you enter. Maybe it's not there anymore? But yes, they still let us park hop, and we returned the wheelchair in DL so it didn't matter which place you got it from.
